You have data in a delimited text file or an Excel spreadsheet that you want to import to a SharePoint list, see Import Data from Excel or Delimited Text File to SharePoint List for more information. You have files and an associated index file (delimited text file or Excel spreadsheet) that stores meta data information about each file; you want to import the files and the meta data into a SharePoint document library or as attachments to items in a SharePoint list.
